Car Won't Crank Just Clicks

My car won't crank i just put a starter on and it still won't crank.
Car won't crank just clicks. The shift indicated position and all fuses have been checked. No attempt to turn over, just a click. When a starter goes bad the starter wont click at all it should be completely dead with no clicking.
